SCRS Open Board Meeting Addresses California BAR's Storage Fee Proposal

The meeting, held the day before the first CIC of the year, included updates on SCRS programs and initiatives for the industry.

The Society of Collision Repair Specialists (SCRS) held an open board meeting Jan. 21 in Palm Springs, CA, a day prior to the Collision Industry Conference (CIC) being held in the same location.

In addition to updates on programs and initiatives the association has been working on for the collision repair industry, the SCRS meeting included a presentation by Patrick Dorais and Mathew Gibson of the Bureau of Automotive Repair (BAR).

In 2023, California passed legislation giving the BAR authority to address storage fees, and to codify its guidance and unify existing law on the subject. The BAR is now working to finalize the text of its proposed regulations on storage and towing fees. The BAR has also proposed changes to requirements related to tear-down disclosures a shop provide to consumers prior to performing disassembly.

Dorais and Gibson discussed these changes and where in the process things stand, and took questions and feedback from attendees. They noted, for example, that although shops will be required to submit their storage rates to the BAR to be included on a searchable database, the regulation states that search tool “shall not be used to establish, suppress or otherwise influence actual storage rates charged."
