The California Autobody Association (CAA) has been involved in previous meetings with the DOI on making recommendations to improve the labor rate survey process. These proposed changes by the DOI are meant to clarify existing regulations and require additional information on how labor rate surveys are created.
Body shops around the state have complained for years that when insurers refuse to pay their rate they often contend it is "higher than the prevailing rate," yet are unable to show any evidence of how they determined the prevailing rate.
The public hearings will be held to permit all interested persons the opportunity to present statements or arguments, written or oral, with respect to the regulations.
The first hearing takes place September 27 from 9:30 a.m. to 4:00 p.m. at the Department of Insurance Hearing Room, 45 Fremont Street, 22nd floor, San Francisco. The next day the hearing will be from the same time frame at the Ronald Reagan State Office Building, 300 South Spring Street, Ground Floor Hearing Room, Los Angeles.
